Their reasons for eliminating disk swap aren't entirely about memory management, and are largely also being driven by other system properties. For example, when swap evicts pages to disk, private keys, passwords, session tokens, and browser state end up on a persistent partition. zram sidesteps this entirely: it lives in RAM, and a reboot wipes it, so there's no risk of anything getting to disk. Swap encryption can help here too, but it adds configuration complexity and still requires trusting the key management story, and ultimately Fedora's goal is to eliminate the surface area, not layer mitigations on top of it.
